this is a good question! I’ve had to go and read about it before answering and even now I’m not totally sure! 🙂
I think that the reason most of the water we have is in the troposphere is that the temperature of the atmosphere is highest in the troposphere as this part is heated by the temperature of the ground. This makes it the best conditions for water and related weather patterns. As you go higher, the atmosphere gets colder and less dense. I’m not sure if this just means it’s not suitable for water or if water is actively lost to space as you get into the higher atmospheric levels?
